DEFRA HIGHLIGHTS THE NEED FOR NEW FINANCIAL
INSTRUMENTS TO INCREASE RECYCLING
   
 

A senior Defra official has spoken of the need for new financial instruments and targets to drive a “very substantial” increase in recycling within a new English waste strategy that will link waste recovery more clearly to reductions in carbon emissions.

At the meeting at the Recycling and waste forum on the 19th April the Defra’s head of waste strategy highlighted last months announcement by the Chancellor that landfill tax will go up each year by £8.00 per tonne from 2008. He went on to the report produced by Sir Michael Lyons on council funding which refers to allowing local authorities to have powers to charge for waste much more clearly to how much is produced.

 

 
       
 

He went on to aims of the new strategy , including simplification of existing legislation and the need of more producer responsibility measures—voluntary at first, compulsory “if necessary”. He then went on to stress the importance of dealing with individual materials. Defra’s presentation showed a graph in which the calculations suggested that the diversion of paper and wood would bring the most carbon benefits, while food waste , plastics and non ferrous metals recovery also represented a significant benefit in tackling climate change. Councils expressed their concern as they noted that costs would increase not only to bring waste to landfill but also have to deal with the higher costs of recycling.
