New legislation from October 2007 your
Non–Hazardous waste such as general trade
waste must be treated before being landfilled

     
 
New Rules mean that from the 30th October 2007 non-hazardous waste must be treated before it is disposed of at a landfill site and any liquid waste will be banned altogether from landfills.

This in essence means that your general waste must be sorted through a physical means or other process to help reduce its volume or nature and aid in the recovery. The waste producer is NOT the person obliged to treat the waste, however as the landfill sites and trade waste collection companies will invariably end up passing the additional treatment costs on to you the customer any pre-treatment carried out on site may reduce your costs in terms of lifts.
 

 

 
     
  It is not yet understood how the trade waste collection companies are going to deal with this new challenge with your waste. However the guidance refers and provides a sample document which will ask if some form of pre-treatment of the waste takes place on your site. This in turn may be then used to provide individual costs based on which sites pre-treat their waste, however, as the collection of waste is usually accumulated into one truck identifying individuals sites which have actually undertaken the pre-treatment of the waste will be difficult. Therefore it is envisaged that the trade waste companies will apply a price increase to all companies in the UK to help pay for this new legislative requirement.

There are however other alternatives to help reduce your costs and should be adopted wherever possible regardless of the new imposition of legislation.

Examples are:

Minimise Packaging before disposing i.e. folding cardboard boxes flat
Invest in Bailers which can again minimise cardboard drastically and reduce the number of collection required as Cardboard bails can usually be collected free. (See Januarys newsletter for further information)
Speak to suppliers and ask them to minimise excessive packaging.

The treatment which the landfill operator may undertake can vary, however they will have to meet all of the criteria below.

Be a physical, thermal, chemical or biological process including sorting
Change the characteristics of the waste
Change the waste to reduce its volume of hazardous nature, facilitate its handling or enhance recovery

The landfill operator will need to ensure that the waste is treated prior to accepting it at their site which may then require certain actions to be taken.

Up front discussions with the waste producer or contractor about the nature of the waste and contractual agreements regarding its treatment.
Checking the paperwork accompanying the load, including a written declaration from the producer or holder that the waste is treated
Initial visual inspection plus inspection following deposit
Carrying out an ‘audit’ of the producers arrangements.
